For disabling Internet (GPRS, EDGE or 3G) on a Android based mobile device, open Application, select Settings, then select Wireless & networks, then select Mobile networks settings and un-check Data enabled and Data roaming.

I am not accessing Internet on Android Mobile phone, but still getting mobile bill of Internet access. How come?
Some installed Android App might be accessing Internet in background. While installing any Android App, data access right must be checked. While an App accesses Internet, red-green bars can be found on top of the mobile display.
